Action Pathways for Accelerating Seed Sector Development in Mozambique

This report presents the findings of a 2025 seed sector assessment conducted under the Mangwana Project in Mozambique. Commissioned by the Embassy of the Kingdom of the Netherlands in Maputo and developed by Wageningen University & Research, Resilience BV and the Zambezi Valley Development Agency, the study aimed to inform future investments and partnerships supporting seed sector development. It builds on a review of existing strategies and assessments, and incorporates the insights of public, private and civil society actors across five provinces.

The resulting 14 action pathways provide a practical agenda for strengthening seed systems in Mozambique, addressing issues such as basic seed supply, seed inspection, agro-dealer professionalisation, and variety release and protection. The report identifies opportunities to align donor and government interventions with inclusive, market-oriented and farmer-responsive approaches.
