PPPs for Seed Sector Development: Where do Dutch trade & aid interests align?
This discussion paper explores the role of public–private partnerships (PPPs) in advancing seed sector development, with a particular focus on how Dutch trade and development (“trade & aid”) objectives intersect. It provides an overview of the stakeholders involved and examines how their respective interests align in efforts to strengthen seed systems in low- and middle-income countries.
The paper outlines how PPPs are structured and implemented across different contexts, highlighting the types of activities, funding mechanisms, and collaboration models that support seed sector growth. It also reflects on current engagement by Dutch actors globally, illustrating how these partnerships contribute to market development, agricultural productivity, and broader development goals.
Lastly, the paper considers both the opportunities and challenges associated with PPPs, including tensions between commercial and public objectives. It aims to stimulate dialogue among stakeholders by presenting key considerations and forward-looking propositions for improving the effectiveness, scalability, and impact of partnerships in the seed sector.
